The pace bowler has taken 309 Test scalps in 71 Test matches with an stellar bowling average.
Australia's chair of selectors the selector has confirmed that pace spearhead Cummins will play a "major part" in the forthcoming England-Australia contest.
There were concerns that the 32-year-old might sit out due to a stress fracture in his back that was still troubling him.
Earlier indications from the squad suggested no final decision had been made regarding Cummins' participation, with the Test matches set to start on the 21st of November in Perth.
Bailey expressed that his recovery is on track and felt positive about the likelihood of taking part.
"We're aware that time is getting short and there are permutations around that, not just his injury, but further aspects," Bailey remarked.
"The outlook is good. [We are] really confident that he will feature a key capacity. Hopefully from the opening match. Otherwise, then we'll pick it up."
Previous Setbacks
Cummins was ruled out the ODI and T20 games against both Asian and Trans-Tasman rivals in the previous weeks after examinations confirmed a stress reaction in his back.
Previous incidents include of spinal problems, with flare-ups in several earlier campaigns forcing him out of several home seasons in four years.
He emphasized he would be proactive in his approach in his rehabilitation process to make the squad for the contest.
The selector indicated that it was unclear if the captain had resumed bowling as part of his recovery but acknowledged it was "becoming urgent" for him to regain fitness for the initial match.
Alternative Arrangements
If he's unavailable, former captain Steve Smith will take over the captaincy.
Versatile player Green was recently pulled out from Australia's squad for their one-day international series against India as a precautionary measure because of soreness in his side.
He labeled it as a "minor" injury and mentioned that he'll feature in the Sheffield Shield, so will be "in a good place to deliver overs."
"Extensive planning has gone into building out the plan for him to be available for the initial game as an dual-role player," Bailey explained.
"He was only going to play the first two ODIs in any case. The way he swings the bat in limited-overs, should it hinder progress for another day, the choice was made to take a cautious route."
